BUDGET CONTROVERSY.
THREATENING THE LORDS.

(Received November 16, IL3O p.m.) - London, November 16. Mr. A. Birrell (Chief Secretary for Ireland), speaking ~at Llandudno, North Wales, ascribed the attitude of the Lords towards the Budget to their being drunk with the new wine of tariff reform. ' * If the Budget were rejected, he said, the Government would go to the country in January on the threefold issue, namely, the future position of the Lords, the control of finance by the House of Commons, and opposition to taxes on food, with the question of the Lords first and foremost. LORDS AND CONSTITUTION. PREDOMINANT AUTHORITY. London, November 15. Mr. Winston Churchill (President of the Board of Trade), speaking at the Colston banquet in Bristol, said that the Lords wished to escape the Budget and destroy the Government. Hence they had resolved to violate the Constitution in a manner which, if it succeeded, would leave them the predominant authority in the State.
