Paris, November 9. After the Chamber of Deputies had adopted .the first clauses of the Electoral Reform Bill, providing for proportional representation, :,■■.. M. Briand, the Premier, intervened .and threatened to resign - if the discussion on the Bill was continued, when the Chamber had barely time to vote the Estimates and old age pensions. : The announcement caused much excitement in the Chamber.

, When the clauses as a whole were put, they were rejected by 291 votes to 225.
