CAraTOWN, October 8. Parliament is at a standstill. The Government party is torn by dissensions. Members of the wine-produc-ing districts have informed Ministers that the Budget proposals for the relief of the industry are insufficient, and that they are seeking an opportunity to defeat the Ministry.
