The Daily Express states that the Lords of the Admiralty informed the Cabinet that unless their programme was accepted they would resign in a body. Viscount Morley (Secretary of State for India) and Mr. John Burns (President of the Local Government Board) withdrew their opposition, but Mr. Lloyd George (Chancellor of the- Exchequer) and Mr. Winston Churchill (President of the Board of Trade) continue to oppose the proposals.
