CONGRESS AT WASHINGTON. By Telegraph,—Press Association.— New York, October 4. President Roosevelt, addressing the International Congress on Tuberculosis at Washington, declared that no gathering was fraught with greater hope for the welfare of the world at large. The Congress opened on September 21, and will be continued until October 12. It is divided into seven departments, each of which studies the disease in one of the following aspects: Hygienic, social, economic, and industrial, State'and municipal control, the disease in animals and its relation to man.
