RE-ARRESTS IN TURKEY.

Constantinople, August 31. The Turkish ; Government has ordered the re-arrest of all bandits, robbers, and offenders against the common law who were recently liberated in a wholesale manner.
Despite the remonstrances of the press and responsible citizens,, 1000 ordinary criminals were released at Constantinople at the end', of last 'month.' It was stated at the time that '■'.this was the result of, a Palace intrigue to create" a Black Hand band for fomenting disorders, with a view to discrediting the Constitutional regime. RETURN OF CHRISTIANS. (Received August 31,' 10.55 p.m.) Constantinople, August 31. Three thousand Christian Moslems and Bulgarians', on their return to Constantinople, received an ovation by the crowds in the streets. \ „.
