London, June 20. llntKP.niNG to the ceaseless propaganda, conducted by the tariff reformers among their constituencies, in a. speech at a mass meeting at Birmingham, held in connection with the National Liberal Federation Conference, Mr. Asquith (the Prime Minister) said that personally he did not believe that the tariff issue was settled by the election of 1906. He wondered how Mr. Balfour's tariff formula would enable the Motherland to give the colonies preference, considering the colonies produced only the raw materials of food.
