The Times says that apart from the prospect of the loss of a, hundred votes to Mr. Dan Irving, the Socialist candidate, the transfer of 500 Irish votes to Mr. Joynson Hicks, the Conservative candidate, must rather upset Mr. Churchill's calculations, for he had great hopes of getting a solid Irish vote. Mr. Hicks, in .the course of a speech at Manchester, described the Eight Hours in Mines Bill as a tax on raw material, and the action of the free traders in supporting it as inconsistent. The suffragettes are straining every nerve to secure the defeat of Mr. Churchill. (Received April 21, 10.58 p.m.) London, April 21. Mr. Churchill, speaking at Manchester, said that he was convinced that a national settlement of Irish difficulties was indispensable to any harmonious conception of Liberalism. Continuing, he said I«e had Mr. Asquith's concurrence in saying that if Parliament dissolved the party should claim full authority and a free hand to deal with the problem of Irish self-government without being restricted to mere measures of devolution like the abandoned Irish Council Bill.
