THE CITY DESTRUCTOR.
Sir,— understood when the ratepayers voted on the question of getting a, destructor 'for the burning of city refuse that the pilant when erected would be used for that purpose. and other ratepayers that 1 have spoken to are of the same opinion. It is my opinion that the City Council! have no right or les»al authority to use the power to generate electricity while the refuse is not burned. If there was extra power available 1 consider the Council would be justified in using that extra power for the benefit of the city. At present the action of the Council in refusing to burn fish offal is a menace to public health, and altogether opposed to the wishes of the citizens when they by their votes gave the Council the power to borrow money for a destructor. I am now considering the question of applying to the Supreme Court, as* I consider they have no legal power to use the destructor for any other purpose while the city refuse is allowed to rot to the .lunger of human life.
