MR. HEPBURN'S MEASURE.

In the United States House of Representatives Mr. Hepburn introduced the Government Bill to allow reasonable pooling of profits by '■'rings" under certain circumstances, and to legalise the formation of trades combinations and trusts. The preamble declares that the measure is not intended to prohibit workmen from striking nor employers from combining to obtain labour on satisfactory terms. : President Roosevelt, in a message to Congress a few days ago, urged, among other things, the enactment of a measure to amend the Sherman Anti-Trust Law so as to enable railways to make reasonable traffic agreements, subject to the consent of the Inter-state Commerce Commissions.
