CHARGED WITH FRAUD. By Telegraph.— Association.— (Received MaTch 24, 11.30 p.m.) London, March 21. M. Henri Rochjsttb, a company promoter, has been arrested in Paris on a. charge of fraud in connection with his flotation of industrial stocks representing three millions sterling. Rochette employed 400 clerks.
