Capetown, March 4. Mr. J. X. Merriman, the Cape Premier, speaking at Victoria West, announced a deficit of £3,000,000. The Government's chief efforts next session, he said, would be to increase taxation and make the colony solvent.

Referring to the necessity of closer union, he stated that South Africa was over-governed and was unable to stand the expense. Personally, he favoured one Parliament.
