BALKAN RAILWAY POLICY.
KAISER AND THE SULTAN. By Telegraph.—Pre** A««ocietion.—Copyright. Begun, February 24. Wishing to show solidarity with Austria and to prove that the Novibazar railway is not likely to interfere with the Macedonian reforms, Germany had induced the Sultan to agree to a renewal of the mandates to tbc • international officials in Macedonia, but owing to divergences between : the Ambassadors with regard to the details of reform the Sultan has now rejected them hoping thus to procrastinate.
The newspapers show that the renewal of the mandates merely prolongs an unsatisfactory situation.
