In the House of Commons last evening Mr. Reginald McKenna (President,of the Board of Education), appealing for sympathy and the abandonment of partisanship, introduced a Bill giving rate-aid exclusively to the Council type of schools having teachers appointed without religious tests. Mr. McKenna said that no State aid would be given to voluntary ; schools in single school areas with non-compulsory attendance. ! The Exchequer' would contribute on the basis of so much per child, and in the event of the trustees being unable to, continue they must transfer the school to the local education authority, which would facilitate denominational instruction outside school hours. Mr. Balfour derided the idea that the Bill would bring peace. It would inflict injustice on parents in country areas, gross ill-treatment of voluntary managers, and as regarded the towns would . destroy the great work commenced in 1903. Mr. Asquith said that no other solution was possible. Nonconformist members of the House of Commons accorded.'. the Education Bill a somewhat lukewarm reception, Mr. Perks suggesting the reconsideration of the urban Clauses: ; :"; : The Nationalists were noncommittal on the measure: Voluntary schools under the measure recover the right to charge fees.
