Brussels, December 4. The Bill ratifying the annexation of the Congo Free State has been referred to* the Committee of the Chamber of Deputies.

One Brussels newspaper declares that the Crown Domain is treated in the measure as a ! separate concern, to be administered by an official appointed by the Government, and that he will submit a report annually. L

The Crown Domain is not to be a State within a State, but to be amenable to the laws of the country. The Chamber, it is pointed out, will eventually be able to modify the organisation. *
