V ENEZUELA WITHDRAWS. Bv Telegraph.—Press Association.— The Hague, September 5. The representatives of Venezuela have withdrawn from The Hague. Peace Convention without having announced their reasons for doing so. i The Convention, in committee, adopted a list of fourteen subjects as universally susceptible of reference to arbitration without reservations concerning vital interests and honour.

OBLIGATORY ARBITRATION. (Received September 6, It. p.m.) The Hague, September 6. The Peace Conference list of subjects for obligatory arbitration not of first-class importance include international protection of labour, and means of preventing collisions at sea. It is thought that none of the subjects included would ever cause disputes of a menacing character. It is expected that 35 Powers will agree to this scheme, and that Germany, Austria, Japan, and others will decline to support it.
