• London, August 20. Me. John O'Connor (Nationalist member for North Kii da re) resented Viscount Tumour's smiling during his (Mr. O'Connors) speech upon a question of arterial draining in Ireland, and remarked that if they were outside the precincts of the House of Commons Lord Tumour would receive the treatment he deserved, further describing him as " an impertinent puppy."
Ordered by the Speaker to withdraw the expression, he was silent until Mr. J. H. Whitley (Liberal member for Halifax) privately interposed, and the expression was withdrawn in deference to the chair.
Viscount Tumour has been Conservative member for the Horsham Division of Sussex since 1904. : He is the eldest son of the Earl of - Wintorton, and is 24 years of age. Mr. O'Connor, a barrister by profession, was formerly member for South Tipperary. Ho has represented North Kildare since January of last year.
