LORD MILNER'S SPEECH.
"UNFAIR AND UNTRUE." By Telegraph.—Press Association.—Copyright. (Received June 3, 9.50 p.m.) London, June 3. Earl Carrington, speaking at llford on Saturday, said that Lord Miner's speech at York was a discordant note, and all true Englishmen must have read it with pain, astonishment, and indignation. No responsible statesman in modern times had brought charges so unfair and untrue against a Government. The granting of responsible government to the Transvaal had been received with satisfaction •by the whole civilised world. - Lord Milner in his speech said that the Government had handed the Transvaal over to a racial party and had laid the foundations of the ascendancy of the Dutch from Capetown to the Limpopo.
