MR. BOTHA'S RETURN.
OFFICIAL WELCOME AT
CAPETOWN.

Capetown, May 29. The Premier of the Transvaal (Mr. Botha), replying to a municipal address of welcome presented to him at Capetown, said he firmly believed the British Government and people were encouraging every endeavour to build the South Africans into a! strong, united people similar to the Canadians and the Australians. He had been unable to go further at the Conference than he did until the Transvaal Parliament had fully discussed the question of preference.
The Liberal, Association of Cape Colony presented an address, in which satisfaction was expressed that Mr. Botha and Sir Wilfrid Laurier had prevented the Conference from taking hasty and ill-considered action regarding preferential trade, Imperial defence, and the creating of an Imperial Council.
