HOW TRADE IS PUSHED.

Tfio New York American says:—"Not all of-the criticism directed against the' American Consular service has been just. There have been, it is true, many Consuls whoso fraud or incapacity disgraced this Government. One of thorn pawned the American flag md fled. In the midst of- all the scandal some of our representatives in foreign fields havo been so vigilant in sending valuable news of trade openings that these items, when printed in tho Daily Consular and Trade Reports, issued by tho Government at Washington, were cabled to Europe by foreign envoys in our national capital. To circumvent this and give the first service- to American exporters the daily publication issued by tho Bureau of Manufactures of ,■ the Department of Commerce and Labour has introduced a new feature. It has begun to publish references to theso j commercial opportunities abroad without giving exact information about the locality. These trade notes arc numbered, and American manufacturers may address the Department in regard to them. The little Consular, magazine of April 2, for example, announces a call for windmills in - an Oriental countrv, a demand for American shoes by a firm in an Italian city, pumping engines by tho Engineering Department ot a foreign Government, and a chance to sellploughs to a foreign Government that has I gone into agricultural ownership.
