- St. Petersburg, May 25. M. Stolypix, in the Duma, outlined the agrarian policy of the Government. It was proposed to purchase any estates offered, which, with the Crown and State lands, would form a reserve from which the peasants would acquire land through the State Bank at reduced rates, the difference being charged upon the taxpayer. The Government opposed the policy of compulsory purchase.
