The doctor. said that lie had been led ''bo speak on the subject "How to Rise in the World," and asked the permission of, those present .to substitute for it is an object in life,, not "How to Rise in tho World," but;" How to Raise the World." He considered the firstmentioned aim was somewhat individual and selfish. ", Dr. Guinness traced part of bis own life from ; when first lie commenced ' to think of the future. He distinguished between what he " called the two worldsCod's and the devil's. Ho gave descriptions of life in Paris and other places, and said that while. in the " devil's world *.', it might be oossiblo to rise rip, the ■ .deration would only be a nrelude to a fall. He described the' country as God's creation, and the city as man's creation. People should, he said, read good literature. Most fiction in our days was rubbish. The Y.M.C.A.'s : library (not tho lending library) Was the finest he had seen in New Zealand. DEVONPORT BOROUGH COUNCIL. The "adjourned special meeting of the Dcvoport 'Borough .Council, called, for the purpose of considering the amended estimates for the ensuing year, was held last night. There were : present:; The -Mayor (Mr Win. Handlev). and Messrs. D. W. McLean, H. Wilding:, G. A Qribbin, E. J. Osborne, T. W. Cranch,AV. U. .Tnnewell, P. W. McCallum, and R. H. Iroude. The following items of expenditure were approved:—Bank interest, £100: engineer's expenses, £15; sundries, £37; salaries and wages, £1235 carting, £500; -tar account, £400; ' by-laws, £8 ;";•' burgess. toll, £20; office expenses, £40; telephone, £7j. n rising, "printing,- tod stationery, £50; ; law Sts £50; insurance, £30 public pound, £25; ' fire brigade, £80; election expenses, ??n valuations. £15; audit fees, .£18; nublio health! £5;" baths, £10; -, drainage fiffif Se'crusher, £70;. material .and tools, £65; horse, account, iIUU. ~/ . Proposed Technical : School = Some discussion took place on the 'question of de- : ling funds towards- the erection of a technical school at Devonport Mr. Timeell moved, "That £300 bo placed.on .the estimates for the, purpose of causing the erection of a suitable .technical school for Devonport." Ho said that; a technical school was highly desirable at Devonport. and. considered that f the, Council should provide the necessary futttk for ; half the cost of its erection. Mr. Wilding seconded the motion. Mr. McCallum moved as an amendment, "That the matter -be deferred for 12 months." - Mr. Gribbm; seconded the ■amendment; and it was carried, those who voted for it being Messrs.: McLean 1 roude, McCallum, Gribbiii, Crancli, and the Mayor, and those against it Messrs. Timewell, Osborne, and Wilding. SAILORS' HOME COUNCIL. The ordinary meeting of the Sailors' Homo Council I was held last evening,, those present being Messrs. H. Peek (president), H. Phipps, T. Gresham, T. Harle : Odes, J. Macee, E. H. Potter, and Dr. King. The use of the Mission Hall for Wednesday j evenings was granted to the St. V <ncont de Paul Society for the : purpose :of holding entertainments. It was decided to approach the City Council with a : view . to getting the electric light installed in the home. Mr. T. Gresharii gave notice that he would-mo vo, at next meeting for the repeal of by-law No. I,' < which 'proscribes' that : all meetings Of; the council shall be opened -with- prayer aiid closod by the pronouncement of the Benediction. Mr. Gresham also gave notice of ; motion for the creation of a new by-law wherebv all committees : shall ,bo appointed: j. immediately liter, the ". council is elected.! The annual' meeting of subscribers was fixed /for Friday. Juno 23. On the motion of the ['president it was decided to send a letter to | Mr. P. J. Nerheny expressing: sympathy with him in his recent sad bereavement. ~ In the'narlour of the Tabernacle -yesterday : afternoon Dr. H. -Gruttau ..'.'
