New York, April 15. Speaking at the dedication of the Carnegie Institute, Pittsburg, on Saturday, Mr. Carnegie made a dramatic appeal to the Kaiser to pronounce the word "peace" at The Hague Convention. General Lowenfield, the Kaiser's general adjutant, was present, the Kaiser having asked permission to send a special mission.

The British Ambassador (Mr. 'Bryce) sent a message of regret that he was unable to attend, and other members of the British Embassy had declined invitations.

France and other countries were represented.

The Canadian and British visitors regretted the absence of the British representatives.
