ChristchtjrcJl, Friday. The Lord Mayor of Melbourne cannot understand one thing in connection with municipal matters' in New Zealand, arid that is the necessity for a Council going to the ratepayers when loan money is required for improvements. "In Melbourne," he said to a Press reporter, "we never think of doing such a thing. Only just before I came away the City Council decided to spend £40,000 on improvements to the Town Hall. The ratepayers knew nothing whatever about it. We simply agreed to the work being done, and that was all there was about it. The ratepayers put us in there to manage their business, and I hold that we should be allowed to do so in our own way. If the ratepayers disagree with what we do, they have the remedy in their own hands; they need not elect us again."
