MR. CHAMBERLAIN.

Mr. Chamberlain, in response to a message from the Star newspaper. Montreal, Canada, says lie is profoundly convinced that of all. the; bonds that can unite nations, the bond of commerce is the strongest. The perception of this fact will ultimately lead to closer ttnion between Great Britain and the colonies. This can be the only foundation of a great empire. The issue of preferential trade, he says, has never been fairly raised in the United Kingdom. The Unionist defeat, at the elections, was due, to causes altogether outside preference. He does not believe that in the long run the people of. Great Britain will be behind other parts of the Empire in promoting a policy tending to place the Empire, on a level with other great associations of peoples with which it will have to compete.
