THEIR RELATIONS STRAINED
QUESTION OF FISHING
RIGHTS.

London*. December 10. The Daily Telegraph's St. Petersburg correspondent stales that the relations between Russia and Japan are. tense, owing to-an acute divergence of views with respect to fishing rights on the Pacific coast. Russia has suspended her negotiations for a convention with Great Britain until the outstanding disputes with, Japan shall have been arranged.
Clause- 11 of llio Treaty of Peace reads as follows: "Russia engages to arrange with Japan for granting to Japanese subjects rights of fishing along the coasts in the Japan, Okhotsk, and Behring Seas. It is agreed that tlio foregoing engagement shall not affect, rights already belonging to Russia or foreign subjects in those regions." lb was reported in September that negotiations wore proceeding regarding Or bringing into force of this clause, but that they were not proceeding smoothly owing to the Japanese officials in Southern Saghalien having failed to respect the rights of Russian concessionaires.
