A NEW MINISTRY. By Telegraph—Press Association.Copyright, (Received December 5, it p.m.) Madrid, December 5. The Marquis Vega de Armigo has formed a new Ministry for Spain. General Weyler is Minister for War, and Senor ('aba Hero Minister for Foreign Affairs. The new Cabinet is of Liberal tendencies. In yesterday's cablegrams it. was stated that Senor Montero Rios had he-en asked to form a Cabinet. General Weyler commanded in Cuba before the war with the United States, and it was largely his ruthless treatment of the rebels that stirred the American people to demand intervention.
