MONTENEGRIN PARLIAMENT.

DEFEAT OF THE GOVERNMENT

London, December 3. Thk Government has been defeated in the first Montenegrin Parliament. The Government was supported by what is known as the "Italian" party. Prince Nicholas has entrusted the formation of a new Government to the "Russian" party.

Parliamentary institutions -were created in Montenegro in November of last year, voluntarily, by Prince Nicholas. The population of the State is only 228,000, and they are almost entirely of the Servian branch of the Slav race. Russia has always taken a close interest in the affairs of Montenegro, and contributes £20,000 a year towards military, educational, and hospital expenditure, and the Empress of Russia maintains a high school for girls. Apparently parties are divided between those of Russian and those of Italian sympathies. The Italian connection arises doubtless from the fact that, a daughter of Prineo Nicholas, Helena, is the Queen of Italy.
