MOROCCAN AFFAIRS.
CONVENTION TO* BE STRICTLY ENFORCED. By Telegraph —Press Association.—Copyright. London, November 14. The Governments of Great Britain, France, and Spain have resolved to ignore the Government of Morocco's reservations regarding the international Convention entered into at Algecira3. .
The Convention was signed by the Sultan in June; but in October it wag reported that the Moroccan Ministers were endeavouring to evade its recognition. It was added that the diplomatists at Tangier had decided in their dealings with the Ministers to strictly adhere to the terras of the Convention, particularly in regard to works and concessions. The Convention regulates the powers of the Moroccan (fovernmeot'in regard to public works, which in the past had led to much corruption. It is probable, the reservations referred to in the telegram have reference to this question of public works and concessions.
