[DY telegraph.—rnEss ASSOCIATION.] ' I * HOUSE OF REPRESENTATIVES. Wednesday. The House met at half-past seven p.m. LEAVE OF ABSENCE. Leave of absence was given to Mr. Kirkbride for ten days, and to Mr. Izard for a week, both on account of illness. QUESTIONS. At the request of Mr. Herries the Speaker, ruled that members were entitled to the answers to questions, but not to discuss them, as full discussion must be in the afternoon. LAND BILL No. 2. Mr. A. L. D. FRASER gave notice to introduce the Land Act Amendment Bill, No. 2. BANK SHARES BILL. The Bank Shares Bill passed through committee unaltered. SAVINGS BANK PROFITS BILL. The Savings Bank Profits Bill gave rite to a discussion as to the inclusion of public parks and -reserves in the expenditure of profits, Mr. Barclay moving to include them. The motion .was lost bv 26 votes to 42. Mr. BARCLAY moved to add a clause for the payment of the trustees at the rale of £1 per meeting, with a limit of £12 in any one year. This was carried bv 34 to 33. Mr. WILFORD raised a point of order, whether the two members for Dimedin, who had voted, being trustees, had any right to vote. After considerable discussion, , Sir W. STEWARD pointed out that it had been ruled in such cases in the House of Commons that the disqualification is by direct personal or pecuniary interest. On this basis the chairman eventually ruled. On the motion for adding the clause to the Bill (the last motion was for the second reading) the committee divided, the ayes being 39, and the noes 32. The clause was added. Mr. J. ALLEN 1 moved the second reading of a further clause providing for the vacation of trusteeship after three absences from meetings, and the clause was passed through all its stages on the voices. SALE OF EXPLOSIVES BILL. In committee on the Sale of Explosives Bill Mr. BUDDO moved to exclude sporting cartridges from compulsory entry in a special book. The MINISTER FOR PUBLIC WORKS pointed out that no explosives as defined in the Act of 1882 would come under this measure until specially gazetted by the Governor-in-Council. The amendment was lost by 22 to 40. An amendment by Mr. TANNER, to compel the signature of purchasers for their own protection against arbitrary entries by sellers went to a division, the amendment being defeated. The rest of the Bill passed with minor amendments. The House adjourned at twenty-five minutes past eleven p.m.
