GERMANS ALREADY CROWING

Berlin, September 16. . The Hamburger Nachrichten, in an article on naval supremacy, y derides Britain's boast of her naval supremacy, and says that' Germany's new ships will greatly excel the Dreadnoughts in offensive power. Other newspapers jubilantly say that Germany, in 1908, will be as strong at sea as Great Britain, or perhaps stronger.
Great Britain for some years lias spent, and' is spending, upon her navy three time.** as much annually his does Germany upon hers. Great Britain has 42 battleships, all thoroughly efficient, and Germany lias 15. The latter is completing five batthsshipi*, and is to build .six more (all Dreadnoughts). How long it will take her to complete these Dreadnoughts is at matter for conjecture, but so far she has not been able to turn out such vessels in less than about three years. Great Britain has a Dreadnought almost ready for sea., and.is building three others. Doubtless also others will be on the programme for next yeair. If naval supremacy is to depend on Dreadnoughts, Great Britain, with her expenditure _of about £10,000,000 a year on construction, could soon outstrip all other Powers in producing them. '
