RUSSIAN EVACUATION

London, September 16. Advices from Pekin say that the Russian Government has announced that it is unable at present, owing to internal troubles, to evacuate Northern Manchuria.

Tokio, September 16.

The Japanese newspapers complain that Russia has opened no places to foreign trade in Northern Manchuria in accordance with the treaty of peace, while Japan has so opened six towns in Southern Manchuria.

Under the treaty of peace Russia and Japan engaged to begin the withdrawal of their troops from Manchuria simultaneously, and immediately after the treaity of peace came into operation (October, 14). Within 18 months from that date the armies of the two countries were to be completely withdrawn from Manchuria. Russia, therefore, has six .months within which to complete; the withdrawal. There is no'clause in the treaty which imposes the duty of opening towns in Manchuria to trade before the period of withdrawal of the troops is ended. As the withdrawal is effected, China enters into possession.
