STATEMENT BY MB. HALDANE. By Telegraph.— Association.—Copyright. (Received September 17. 10.24 p.m.) London, September 17. The Secretary for War (Mr: Haldane), in a second speech, delivered at Newcastle-on-Tyne on Saturday, said that no single nation would be able to reduce armaments He believed the day wju •>. proaehing when democracies themselves would initiate the movement. He added : " Meanwhile we cannot afford to be weak. We must put our forces on the best possible footing." He spoke hopefully of the relations of Boer and Briton, and said they were now drawing together, and an admixture of blood would bring an increase in strength and grit.
