SUGGESTED CHANGE OF MINISTRY- : (Received July 16, 9.28 p.m.) St. Petersburg, July 10. The suggestion made by General Trepoff, for the formation of a Constitutional Democratic Cabinet., is believed to have emanated front the highest circles., and it has aroused intense interest. M. Milnikoff and M. Heyden and other leaders of the National Duma consider the scheme opportune.
