MACHINERY OF GOVERNMENT.

READY FOR THE SCRAP HEAP.

By Telegraph.—Pre** Association—Copyright. London, July 8. The President of the Boated of Trade (Mr. Lloyd George), speaking at Shotley Bridge, in the County of Durham, yesterday, said that the machinery of Government was now old, and the time had arrived to place it on the scrap heap. This was especially the ease with the House of Lords.

He advocated the delegation of local interests in Ireland, Scotland, and Wales to local parliaments, leaving Imperial affairs to be dealt with by an Imperial Parliament.
