The London Tribune says the repatriation regulations of the Government fov the Chinese on the Rantl tire a complete failure. It adds that every consideration of honour bad compelled the Liberal leaders to give effect to the drastic reforms enunciated in the election speeches ; otherwise the disappointment of the party would be extreme, and the reckoning exacted, would have been correspondingly heavy.
