•». PROPOSED INCREASE OF DUTIES. By Telegraph.— Association.—Copyright. London, May 29. The Powers have expressed their willingness to permit Turkey to increase her Customs duties by 3 per cent., conditional on numerous refc forms being effected. ■ The commercial relations of Turkey and the Powers were fixed in the capitulations y of 1675, and in the case of Great Britain C these were confirmed by treaty in 1809. All o articles of import into Turkey are taxed 8 per cent, ad valorem, except tobacco and 0 salt, which are monopolies. There. also is i an export duty of 1 per cent, on native proi" ducts. It is not clear that the Powers have 3 the right to interfere with Turkey's fiscal >- policy so long as the conditions of the *mitillations (agreements) are observed. '■• ' ,
