THE STRIKES.
} (Received December 14, 10.14 p.m.) St Petersburg, December 14. . The members of the Railway Men's Union at Moscow have decided to refuse to carry Government mails if the railway telegraphists are punished for having refused to transmit, the Government's messages whilst the post office operators were on strike recently.
