II- Glover.. .i - - The Sanitary Contract: Dr. .Frengley, district health officer, . wrote stating that ■ 'the contractors for the removal of TnightsoilTtc Harkins' Point; had promised to effect certain alterations'. Mr. Haynes (sanitary inspector); reported 'that very few complaint: had been received lately/ ~ , v )■' ■ Metal : ih-the ; Domain: :A. ■ Anderson wrote complaining ,! of -the obstruction.'', caused to traffic by; 'the heaps .of metal'on- roads in the Domain.- ■ The ■" city .engineer' T reported that, the weather being more settled, the metal would be spread as soon as possible. - ; Model By-laws: The ; Duneuin City Council wrote asking if the Council was willing to co-operate in defraying the cost of having a set of model by-laws • prepared. The town clerk reported that in his opinion the matter should bo taken up by the Municipal Association, at the pro rata expense of all boroughs. It was decided to reply that in the opinion of the Council the proper time• to deal ". with the. matter was at.i the Municipal Association conference next year. The Destructor: A report was received from Messrs. J. Barre-Johnston and Company regarding the quality and quantity ol the refuse supplied to the city destructor. The report, together with a report from the city engineer on. tho matter, was referred to the Streets Committee, for a. report. i Mr. Entrican alluded to the escape of the surplus steam from the destructor, which,: he said, was not only a waste, but a positive nuisanoc to the residents of "the neighbourhood. He thought this matter should be remedied. " The Technical School Site: The Education Board wrote in regard to the lease of tin additional land in "Wellesley-street, whicl was required 'for the site of the proposec technical school. The letter was referred tc the Finance. Committee for a report.' y. ; Streets Expenditure:" The city engineer submitted the following report on the expenditure on streets:—Amount expended to November 7, £18,188 6s; X expenditure for fortnight ended November 21, £104-1 2s 7d. '■ An' Allege- Nuisance: Mr. Entrican.read a petition with 17 signatures setting out that in the opinion of the persons signing the petition no nuisance was created by the swimming of horses in the tideway near Heme Bay, as asserted. It was stated that the matter had already, been disposed of; The petition was formally received. ';;■ Grafton Road: A letter was received from Mr. J. . Lawry drawing . attention -.': to the extraordinary high level to which Grafton Road was being raised, and asking the Council to* take steps to prevent the value of property J being » depreciated by ! the continuance of the work. The letter-was not sent in till! last evening, ; but the Council agreed <> that i the letter should be received. Messrs. Tudehope and Glover made a protect against regulation in regard to the receiving of late letters being infringed, but it was explained that the matter was one of urgency.' The letter was! referred to the Streets Committee. ; I Tenders: The following tenders were received for casting and delivering curved pieces for, Waitakerei waterworks:—Kelly Bros., £109 12s; C., Judd, £114- 17s 6d; Massey Bros., £119 Seager Bros., 1 £89 6s; Beaney and Sons,; £90; A. and T. Burt, £118. The tender of Messrs. Seager Bros, was accepted. /.'• r." : " : ; .. . v-■'.-';.■ I*. The City Abattoirs:" The ') following recommendation of the Finance Committee in regard to the abattoirs was," adopted:— "That full information bo : furnished and the master butchers bo T- naked 'to consult with the architects, and to favour the committee with their opinions as to the design, cost and other details as outlined in the architects' plan, and report not later than the next meeting of the committee." _V Street Committee's Report: The following recommendations of the Streets Com,mittee were adopted :—That the question of a site for a morgue be deferred for two months, the written approval of the district health officer and coroner "to be obtained (the city engineer reported that a site could •be ; obtained at the destructor); that the engineer report on the cost of destroying fish offal and other refuse in full detail : that no action be taken in regard 'to: the complaints as' to the swimming of horses at Heme Bay, .but' that the petitioners be requested to report any cases of impropriety occurring that .the < seats' in 'the : cricket ground be repaired, and 20"' new seats be provided; ..and that the question of waitingrooms on the tramway route be deferred for the engineer's report. : The City Accounts: The Finance Committee reported regarding the exceptions taken to the balance-sheet by the Auditor-General, viz.— Separate accounts, 6, 8, 10, are unlawfully charged with more than the amounts of the moneys provided for them; (2) Waikumete cemetery moneys have not been paid to a separate account as'required by section 46 of. the \ Cemeteries Act, 1882 (3) the • unauthorised expenditure exceeds by £28 10s 4d the limit imposed by section 159 of the .;■-. Municipal : Corporations Act, 1900. The committee reported that it had deferred consideration pending the ,receipt of an opinion from the city solicitor. The report was adopted. The Tramway, Accounts: :" The Finance Committee advised, in regard to the letter from the Tramways Company (as to claim • for further share of profits for 1902-3), that a reply be sent to the company requiring (1) That the; depreciation reserve account I shall'be termed the depreciation" account (2) that the amount on which the percentage ' payable to the Council shall be based shall be the actual amount shown in the Company's profit and loss account as having been I earned after deducting actual expenditure from actual revenue; (3) that the basis of J calculation shall be the profit earned within | the city,: and not mileage.; The report was referred back to the committee for further I consideration. , | The Dust Nuisance: : Mr. Knight spoke of the enormous quantity of dust ib Queenstreet when a strong wind was blowing. Ho thought this matter should be remedied, and that the sweeping of the street should -be carried out more effectively. He ; also thought that ,as soen as possible the salt water should be used on the streets. Mr. Case? asked whether anything had come of the proposed conference between the local bodies and ; the •: Tramways Company regarding the dust nuisance.- The Mayor said the company, had deferred in the matter until the return- of Mr. Carey. ■•'. Scenery Conservation: . The Scenery Conservation Society wrote asking for "reconsideration of its request for the appointment cf an arboriculturist. "It pointed out several cases in which it was claimed such an appointment would have obviated the making of mistaikes in regard to the city, reserves. The letter was referred to the Streets Committee. : Building Regulations.-; The new by-law dealing,with building and''other matters,; was confirmed.:; An amendment was agreed to whereby a' house with wooden walls in the outer area may bo erected close to the wall, of an adjoining house, provided that such' other wall is of brick. . ,;, -'.''. V '. Miscellaneous :T The request of F. "Wright and 18 others for a street lamp 'in Cookstreet West was granted. An application by J.' W. Harrison for consent to a subway under Durham Lane was .referred to the Streets Committee for, report.
