The Governor of Poland has caused the arrest of Professor Lange, of the Agricultural College at Warsaw, and sent him to Ivangorod fortress, on the ground that he holds revolutionary views. There are indications that the police instigated the bomb-throwing on Friday last in Warsaw in order to justify severe repressive measures. Many reform leaders, are being exiled without trial to Archangel, Perm, and Vologda. ' f : ! : The Governor of Poland has suspended the elections for the National Duma throughout Poland. ,This act has caused general indignation.
POLES"; CUT OUT OF DUMA. (Received November 20, 10.53 p.m.) St. Petersburg, November 20. The strikes in Poland have terminated. It is officially announced in St. Petersburg that Poland's fate must be decided by the Imperial Duma, inasmuch as the Russian people must be heard on the settlement of the Polish question, and that martial law in Poland will be repealed as soon as tranquillity has been restored. THE VLADIVOSTOK MUTINY DAMAGE, £5,000,000. (Received November 20, 11 p.m.) St. Petersburg, November 20. The damage at Vladivostok during the recent mutiny and the subsequent fires is estimated at £5,000,000. ANOTHER ZEMSTVO CONFERENCE. PROPOSAL TO HELP COUNT DE WITTE. GUARANTEES ASKED FOR. (Received November 20, 10.53 p.m.) St. Petersburg, November 20. . A Zemstvo Conference is meeting at Moscow. There are 39 provinces represented and 23 Polish delegates are present. The question being discussed is the possibility of assisting Count de Witte in the establishing of the National Duma. The representative for Kharkoff and the Mayor of Saratoff urged the necessity of assisting Count- de Witte in order to ensure the pacification of the country, leaving details to be determined, by the Duma. The Mayor of Saratoff urged that unless this course were taken agrarian horrors were calculated to submerge the country in a sea of blood. "-.;•. Other delegates insisted that guarantees should be given of the liberties promised on paper.
