LARGE INCREASES AGREED :'<■ ■ ' ' TO. ■;" MORE WARSHIPS AND MEN. By Telegraph. Association.— (Received November 19, 4.30 p.m.) • Berlin, November 18. The Federal Council has approved of the naval Estimates for 1906. These add to the warships provided undei the law of June, 1900, five large cruisers for foreign service, a fleet of large cruisers for the reserve, and increase the torpedo divisions from 16 to 24. A quarter of a million sterling will he devoted annually to experiments with submarines. The increase of the fleet entails an additional permanent expenditure of one million sterling, and involves the employment of an additional 126 officers and 5463 warrant officers and men.
