The Zemslvo Congress, which is meeting secretly at Moscow, has passed a resolution by 127 5 votes to 8 demanding universal suffrage and voting by ballot. (Received May 9, 11.18 p.m.) St. Petersburg, May 9. The Zemstyo Congress, by 107 votes to 29, has decided to recommend that under a new constitution there should be two legislative chambers. The National Progressive Party, which is under M. Shipoff, has been outvoted throughout the congress. (Received May 10, 12.36 a.m.) London, May 9. M. Shipoff and M. Stakhovich, delegates to the, Zemstvo Congress. and their supporters, have withdrawn from the Congress. DISCOVERY OF BOMBS. St. Petersburg. May 8. The police have discovered two large bombs in the. house of a workman at Lodz. They arrested the workman, his wife, and four other men. all armed with revolvers. MASSACRE OP JEWS. THREE DAYS' SLAUGHTER. (Received M.iv 10, 12.36 i.m.) London. May 9. Private advices from St. Petersburg say there has been rioting for three days at Zhitomir, in the province of Volhynia. and that during the period a massacre of the Jews proceeded, men. women, and children being slaughtered.
MILITARY CORRUPTION, OFFICERS SENT TO PRISON. St. Petersburg, May 3. Colonel Stagen, chief of the recruiting department at Moscow, and several of his subordinates, have been sentenced to imprisonment for various terms for conniving at reservists evading; service with the army. A cablegram some time ago said that it hail been discovered that reservists Hint conscripts had paid large sum* to officers in the district of Moscow for being relieved from service with the colours. The sums paid had varied from 50 to 1000 roubles.
