The Russian Government is constructing a railway between Tomsk, in Siberia, and Tashkend, in Central Asia. Tashkend wis described by a Times writer in Octobe. last as the storehouse and advanced base of the Russians in Central Asia. By the Orenburg line it is within seven days of St. Petersburg. There is another railway routethat by the Caspian Sea. The railway mentioned in the cablegram will be a third route, and it- will open the resources of Siberia tcr Tashkend.
