A MEDICAL CONGRESS.
POLITICAL RATHER THAN SCIENTIFIC. St. Petersburg, April -!. A congress of medical men is being held at St. Petersburg. It is attended by a thousand doctors. Ostensibly it is a congress to consider how to deal with cholera epidemics, but, virtually it is a demonstration against the Government. The president, in his opening speech, said the people generally feel no confidence in the Government.
