F>y Telegraph.— Preu Asiociatlon.—Copyright. St. Petersburg, April 3. Many copies of a proclamation inciting the Russian people to beat and kill Jews and Poles in the name of the Tsar and the Orthodox Church have been circulated in Russia. It is slated that the proclamation is of a bogus character.
