GERMAN AND AMERICAN BANKERS. ANXIOUS TO PARTICIPATE, (Rccciveil jturch 10, 4.28 p.m.) London*, March 18. It is understood that Japan will float a war loan in London shortly. There is no doubt that it will be successful. Bankers in Berlin and also in America are anxious to participate in the flotation.
