The Japanese are using I2in guns in the bombardment of Port Arthur. They have captured an important position a mile from the main fortifications, on the eastern side. The volunteer cruiser Smolensk, which, with the St. Petersburg, raided in the Red Sea, is now raiding at the Cape, though the Russian Government had promised that they should not be again used as cruisers. In consequence of this serious occurrence, consols have fallen, because of the fear of war with Russia resulting. The position at Shanghai has changed. America refuses to intervene, and the foreign Consuls have decided that it is the dutv of China to protect the neutrality of Shanghai. The Japanese destroyer'has left the port. Details are given of the destruction of the cruiser Novik.
