This is considered a victory for the extreme Protectionists, and a renunciation of Mr. Roosevelt's pledge to pursue Mr. McEinley's policy of modifying the duties. The Convention has endorsed the policy of commercial reciprocity wherever reciprocal arrangements are possible, consistent' with the principles Of protection.
