Lord Cromer's report on Soudan affairs for last year states that the future of the Soudan depends, mainly on good administration, an increase of population, improved communications, cotton cultivation, and cheap fuel. .He adds that it is desirable to encourage Egyptian immigration thither. Lord Cromer's report on Egyptian affairs hints that the tax-payer has borne a large burden which other countries throw upon posterity, emphasising the large expenditure on irrigation.
