THE PROPOSAL FOR ARBITER -V TION. J ; By Telegraph.—Press Association.— London, October 12. On the eve of the visit of King Leci-' pold of Belgium to the Emperor Francis Joseph of Austria, the reply, has been published in Brussels of the Congo Free State to the British Note protesting against Belgian cruelties in the, Congo. It is pronounced to be weak and evasive. It tries to mitigate and excuse the various charges of cruelty and maladministration, and declares that the suggested reference to the Hague tribunal tends I>of establish as cases for arbitration questions of sovereignty and internal administration which current doctrine has always excluded. The re*' ply adds that the Congo Free State! will be glad to submit for arbitrations the disagreements with regard to the 1 Bahr el hazel region. , 1
